Layers of petticoats were worn to provide the
fullness required for Victorian fashions. When hoopskirts became widespread, only a few petticoats were needed to provide
warmth and to prevent the hoops from showing through the dress fabric.
This petticoat is gathered onto a yoke to reduce waistline bulk. It can have an elastic or drawstring waist.
Rows of tucks and a small ruffle decorate the hemline (optional). Use one of cotton
for hot, summer days; use one in flannel for colder events.
